Commander Doval directs the Police Department’s Professional Compliance Division, which includes internal investigations, audits, protest response, citywide internal investigations, policy and procedure review, and other administrative duties of enforcement. Commander Dovale also leads the Criminal Investigation Division, which includes detectives and a special investigation unit. Additionally, he is responsible for overseeing property, evidence, crime scenes and victim advocates.

Commander Dowley began working as a patrol officer in 1997 after earning a certificate in criminal justice from Mid Florida Technical College in 1995. Commander Dovale has served in various capacities including K-9 Officer, Detective and Criminal Investigation. Among his more notable achievements, Commander Dovale was awarded the Department’s Combat Cross in 2000 for his role in terminating an active shooter barricaded in a home on Hightower Street. The suspect fired several shots at the officers before being wounded and subsequently arrested. Recently, as a patrol sergeant, Commander Dowley helped rescue three pit bulls stuck in a storm drain. The rescue gained international attention and the department received the Compassionate Police Department Award from PETA (People for the Ethical Treatment of Animals). Commander Dovale said he hopes the increased level of transparency will continue and enhance the division’s mission of professional compliance. Responsibility for action.
Commander Marchika joined the Kako Police Department in 2002. He started as a patrol officer and has served and been promoted in a variety of roles including SWAT, K9, field training, line control and leading a former street crime unit. . He has held leadership roles in SWAT and K9 and is currently the commander of both units. Lt. Marschika also leads another component of SWAT, the Crisis Negotiation Team. The team is trained to respond to critical incidents and negotiate with suspects to resolve these incidents peacefully.
Cmdr. Marchika is considered an expert in high risk command execution, special enforcement operations, planning, firearms, high responsibility and active shooter incidents. He is also an expert teacher in these fields.
Cmdr. Marchika holds a BA in Public Administration from Barry University. He graduated from what is known as the Criminal Justice Academy at Brevard Community College and earned his law enforcement certification and credentials.
Eric D. Howerton
Lt. Mike Delatorre is a lifelong resident of Brevard County. He graduated from Rockledge High School in 1985 and joined the United States Army, serving seven years as an infantryman. He was stationed in Germany and Ft. Ga. to Stewart. Was promoted to Sergeant. He was honorably discharged and called to active duty in Operation Desert Shield/Desert Storm. Lt. Delator graduated from the Brevard Police Academy in 1992. He worked for the Titusville Police Department and the Rockledge Police Department before becoming a permanent position with the Cocoa Police Department in 1996.
During his tenure with the Cocoa Police Department, he held positions such as Field Training Officer, Public Housing Specialist, Street Crime Unit Officer, Emergency Response Officer/Sniper, Community Policing Officer and was assigned as a Special Investigations Unit Investigator.
He became a sergeant, overseeing operations such as the Highway Patrol and Street Crime Unit, and founded and led what is now the Community Resource Unit, now known as the Community Engagement Unit. He also created and directed the current Police Athletic League program and was captain of the SWAT team for 10 years. Lt. Delatorre also served as the division’s training supervisor and field training officer supervisor.
Lt. Delatorre is currently the department’s chief training officer and is considered an expert in all aspects of law enforcement, providing instruction in high-responsibility areas such as firearms, defensive tactics, patrol procedures, interceptors, chemical use, and public relations.

He managed the Traffic Unit, Traffic Homicide Unit, Facility Maintenance, School Resource Officer Program, Honor Guard, VCOP Program, Reserve and Support Officers and was appointed Special Events Administrator to ensure the safety of thousands of guests at major events.
Lt. Delatorre has been an adjunct faculty member at Florida East College’s Public Safety Institute since 1999, training and mentoring the next generation of law enforcement officers.
Lt. Delatore holds a bachelor’s degree in public administration from Barry University. He is currently enrolled in the Southern Police Academy Commander’s Professional Development Course and will graduate in February 2022.
Lieutenant Jeremy Ondo joined the Cocoa Police Department in September 1998. During his career, he held several positions in the department. Patrol, Field Training Officer, Training Officer, Deputy Agent, Detective, SWAT Operator / Sniper / Squad Leader, Patrol Sergeant, PSM Sergeant and current Patrol Lieutenant. Current responsibilities include; Evening and Midnight Shift Commander, Natural Disaster Planning / COOP, Infectious Disease Control Officer, Emergency Operations / Details and Orders, Third District Liaison.

Lieutenant Ondo moved to Cocoa State in 1986 and attended Clearlake Secondary School. He graduated from Cocoa High School. He later earned an associate’s degree at Brevard City College. He later earned a bachelor’s degree in criminal justice from the University of Central Florida. He earned a law enforcement certificate from Brevard Community College in 1996. He also received his State Firefighter certification from Mid Florida Tech in 1997 and subsequently his National Registered EMT certification.
Lt. Ondo is eager to serve the public while bringing in modern technology and adapting to the demands of society and honoring the traditions of law enforcement. Radiology is a branch of medicine that uses ionizing radiation, sound waves, and magnetic fields to create medical images for diagnostic purposes or to combine medical procedures with technology to treat disease.
The radiology program provides integrated didactic instruction through the use of on-campus X-ray rooms at affiliated healthcare facilities and clinical experience in radiology departments. Radiologic physics, anatomy, radiography, positioning, and patient assessment are taught throughout the program. The student will participate in clinical education at allied health facilities throughout the program.

The program is continuous for 5 semesters. After completing the general education requirements and professional coursework, the student will receive the Doctor of Applied Science degree. Upper division electives completed during the program may be used toward a bachelor’s degree.
The Diagnostic Medical Ultrasound Program is designed for advanced study for graduates of a two-year radiography program or an equivalent program established by the School of Radiological Sciences. The student completes the required courses and becomes eligible to take the national certification exam. Courses offered in Diagnostic Medical Audiology are upper-division and accepted to meet major requirements for students enrolled in the Bachelor of Science program.
Program and supporting courses are four (4) semesters for Cardiac Emphasis or Medicine and three (3) semesters for Vascular Lift. A competency-based evaluation system is used throughout the program. A student must achieve a predetermined level of academic and clinical proficiency in the course to receive a grade in that course. Clinical education courses require a minimum of 24 hours per calendar week at an allied health facility.
The nuclear medicine program is designed for advanced training in ARRT-registered technologists or recognized equivalent training. The student completes the required courses, receives a certificate of completion, and is eligible to take the national certification exam. Courses offered in the Nuclear Medicine program are upper-division and will be accepted to fulfill the major requirements for students enrolled in the Bachelor of Science program.

The program lasts for three (3) full semesters, with the student required to participate in the summer. A competency-based clinical assessment system is used throughout the program. A student must achieve a predetermined level of academic and clinical proficiency in the course to receive a grade in that course.
